Cypress Place, Oxnard

Pre-applications for Cypress Place will be available on this webpage beginning Tuesday, June 3 at 9AM. In order to provide a fair and equitable process, a lottery process will be utilitized to determine processing order of applications.

Cypress Place is comprised of 90 affordable, multifamily housing units for households making at or below 80% of the Area Median Income (AMI). There will also be 43 units set aside for agricultural worker households earning 30 to 60% of the AMI. Please review the ‘Maximum Income Limits’ to see if you qualify.

“Agricultural worker” is defined as an individual who derives a substantial portion of their income from agricultural employment. Retired agricultural workers are also eligible for these units. Jobs that qualify include, but aren’t limited to:

  • Soil cultivation
  • Production, growing and harvesting of any agricultural or horticultural commodities
  • Raising of livestock, bees, furbearing animals, or poultry
  • Dairying
  • Forestry and lumbering operations
  • Delivery and preparation of commodities for market or storage

At the time of applying, your household’s total gross annual income may not exceed the guidelines below. Each unit has different AMI eligibility ranging from 30-80%, depending on how it was funded. When we receive your pre-application, we will help verify your eligibility and match you to an available unit that you qualify for.

These income limits are effective as of April 1, 2025. They are determined by the Department of Housing and Urban Development and change annually.

There will be a local preference, as follows:

  1. Households that live and work (or have been offered employment) in the City of Oxnard
  2. Households that live or work (or have been offered employment) in the City of Oxnard
  3. All other households

Here are some key dates to keep in mind:

    • Tuesday, June 3 at 9AM: pre-applications will be available on this webpage.
    • Tuesday, June 24 at 5PM: deadline to submit pre-applications
    • July 8: lottery occurs
    • July 15: notification of placement in lottery
    • December: move-ins (tentative)

The pre-application will ask for:

  • Contact details for all adult members of the household
  • General information about all people who will live with you in the unit
  • Overview of income and assets
  • Preferences for floorplan/accessible features

Documentation is not required for the pre-application, but will be needed once you have been approved for further processing.

Yes! Section 8 is accepted. However, PSHH doesn’t provide Section 8 vouchers. If you don’t currently have a voucher, please visit the Area Housing Authority of the County of Ventura to learn more and enroll.

This property will offer the following single-story floorplans:

  • 1-Bedroom, 1 Bathroom: 567 square ft
  • 2-Bedroom, 1 Bathroom: 819 square ft
  • 3-Bedroom, 2 Bathroom: 1,011 square ft

Cypress Place is located at 5536 & 5482 Cypress Road in Oxnard. Please note, this is still an active construction site, so please do not enter the property.

All units will be equipped with a new refrigerator, stove, window coverings, and vinyl flooring throughout. There will also be mobility and sensory accessible units available. The site has one building that is three stories tall. Resident also have access to uncovered, onsite parking, laundry facilities, a community room, a learning center, and bike racks. This is a non-smoking property.

Yes! Pets are allowed. Please let us know at the time of applying. There is a $150 pet deposit.

Free onsite services include property management and access to case management from licensed social workers.

Residents will pay their own electricity. PSHH pays for water, sewer, and trash. A monthly utility allowance is provided to each unit:

  • 1-Bedroom: $71
  • 2-Bedroom: $83
  • 3-Bedroom: $96

Rents are based on bedroom and unit size. Household income must be at least twice the monthly rent, unless the applicant has a tenant-based rent subsidy (i.e., Section 8). Current maximum rent limits are:

Security deposits are required, but if this would incur a financial hardship, alternatives are available.

The property is still under construction but is currently estimated to be open for occupancy December 2025. We will stay in contact with new residents if there are changes to this timeline.
