People’s Place, Santa Paula
People’s Place is a new construction development of 69 one-, two- and three-bedroom units, which serve farmworkers and households earning 30-60% of the area median income. Onsite amenities include a community building and kitchen for resident events, a multipurpose room, outdoor courtyards, BBQs, and playgrounds. All residents will have access to free, confidential supportive services.

People’s Place is comprised of 68 affordable, multifamily housing units for households making 30-60% of the Area Median Income (AMI). Listed below are the ‘Maximum Income Limits’ for Ventura County to see if you qualify. The property will include 21 units set aside for farmworker households.

People’s Place is primarily a state-funded project, so applicants are not required to provide evidence of U.S. citizenship status.
At the time of applying, your household’s total gross annual income may not exceed the guidelines below. These limits are determined by the Department of Housing and Urban Development and are updated annually. Effective 5/15/23
For eligibility, a farmworker is defined as jobs that involve:
- Cultivation of the soil
- Production, growing and harvesting of any agricultural or horticultural commodities
- Raising of livestock, bees, furbearing animals, or poultry
- Dairying
- Forestry and lumbering
- Packing, delivery and preparation for market or storage
You must make at least 50% of their income from agricultural employment. Documentation verifying proof of employment will be required.
Yes! If retired from farmwork, you must:
- Be 55+
- Have spent 6 of the last 10 years or the last 5 years before retiring in a farmworker role
The property is currently moving in new residents. You can work with our leasing team to determine a time of move-in.
Yes! Section 8 is accepted. However, PSHH doesn’t provide Section 8 vouchers. If you don’t currently have a voucher, please visit the Santa Paula Housing Authority to learn more and enroll.

People’s Place is located at 714 W. Harvard Blvd in Santa Paula.
All units will be equipped with a new refrigerator, stove, dishwasher, window coverings, and vinyl flooring throughout. There will be mobility and sensory accessible units available. Buildings are 2-3 stories tall with interior courtyards. Resident will have uncovered parking and laundry facilities on each level of each building. Please note, there are no elevators. This is a non-smoking property.
Yes! Pets are allowed, with some guidelines.
Residents can enjoy a community room, playgrounds, shared gardens, and designated bike storage. Free onsite services include: property management, access to social workers, afterschool education programming, and so much more!
Residents will pay their own electricity (solar), water, and sewer. PSHH will pay for trash. A utility allowance is provided.
